Virginia's Peace Conference opens in Washington, D. C., but is not attended by any representatives from the seceded states. A pro-Union majority takes control of the Virginia Secession Convention, raising hopes that Virginia will not leave the Union. The seceded states open a convention in Montgomery, Alabama, to organize a new government.
